Jeffrey Harvey, a miller of Wedmore, in this county, in February 1805,=20
mortgaged his lands for 300L. to William Barrow of Wedmore, the clear annua=
l value=20
of the property being 80L.=20
In 1817 W. Barrow took possession and received the rents, and Jeffrey Harve=
y=20
has not had a penny from the property since the death of W. Barrow in 1830.=
=20
[19th Oct. 1830 aged 82 years]. On the 4th of September 1824, J. Harvey was=
=20
arrested at the suit of W. Barrow, for 700L., for principal and interest=20
alleged to be due on the mortgage, and was lodged in Ilchester goal. The ca=
use=20
having been tried at the Lent Assizes in 1825 a verdict was given against H=
arvey=20
for 826L 10s., and he has ever since been retained a prisoner, although the=
=20
judgement has never been revived by any of the representatives of the=20
deceased plaintiff.
In Easter Term last, Mr. Edwards benevolently moved the Queen=E2=80=99s Ben=
ch Court=20
for Harvey=E2=80=99s discharge there being no legal detaining creditor, and=
on the=20
25th of May the rule for his discharge was made absolute. Thus after 23 yea=
rs=E2=80=99=20
imprisonment, during 19 years of which he has been a recipient of the goal=20
allowance, this unfortunate man is now at liberty! It is alleged that upon=20=
a=20
fair account, a considerable balance would be shown to be due to Harvey fro=
m=20
the representatives of the mortgagee, and proceedings are to be adopted=20
accordingly.
Before his imprisonment Harvey was always a miller, occupying a windmill at=
=20
Wedmore. During his imprisonment he acquired the art of making and mending=20
clothes. Mr. Gane, with that kind feeling which has ever been his=20
characteristic, allowed the old man to raise a small sum of money for the p=
urpose of=20
procuring his discharge from prison, by making county clothes. Mr. A. Coomb=
e acted=20
gratuitously upon the occasion, and his agent, Mr. John Gilham, of Bartlett=
=E2=80=99
s buildings, Holborn, did the same. The public officers made no charge for=20
the rules, and it is a remarkable feature of this case, that the late Mr.=20
Quarntock, when sheriff, issued the warrant for the detention of the old ma=
n in=20
prison, and that the son (the present sheriff) should have liberated him af=
ter=20
such a very long continued imprisonment.
